However, the public-consumption materials, the televised committee meetings, are all show and market movers. First it is the administration focus. When they get into trouble, the focus switches to intra-department or to Congress or the Supreme. Recognize the pattern? Doubtful that anyone is monitering the flow and content of bills BEFORE they are published by the government? Alert preplanning is a key to new or changed content to law that will be subjected to all sorts of distortions and obfucations. Does anyone check the SEC files?
