Since it's a coincident indicator, once we are solidly in the bear market, it should confirm that we are, indeed, in a bear market. Last time I saw it, it was indicating that we were in a market melt-up and we were exceeding the prior all-time high for margin debt. It does have some value, it's just not good if your time frame for the trade is under six months. "All-time high for margin debt" sounds like the set-up for a cataclysmic event to me. IMHO This is my entire "is this 2006 or 2007" question. 2006 seems like a reasonable answer. However, long term use of QE has not resulted in any significant problems that would prevent further QE.
