Exactly. He said it in a context from which we can infer, through three layers of nonsensical mumbling, that it's really not so bad after all. Taxes need not even be raised because the magic of the stock market will take care of everything. No need to worry.

 

Of course, the vast majority seem to be believing it, just because Al said it.
