The Treasury received bids totaling $30.49 billion and accepted $19.00 billion, including $39.27 million of noncompetitive tenders. The dollar price was 99.929 and the investment rate, or bond-equivalent return, was 0.926%. There were no bids from foreign and international monetary authority accounts on a noncompetitive bidding basis. The bid-to-cover ratio, an indication of demand, was 1.60, Treasury said. Tenders submitted at the high yield were allotted 78.84%. The Federal Reserve purchased $3.77 billion in bills for its own account. When the auction was announced, the Fed held $16.09 billion of maturing bills, and in Monday's auction the Fed purchased $12.32 billion in three- and six-month bills. The bills awarded to the Federal Reserve are in addition to the public offering amount. The median rate was 0.895%; that is, 50% of the amount of accepted competitive bids were tendered at or below that rate. The California Independent System Operator issued a transmission emergency, but officials said they didn't expect to have to order rolling blackouts. ISO officials did ask some large electricity users to curtail their electricity use voluntarily. Those customers pay less for electricity in return for reducing their electricity when demand is high. Will Mr. magoo have to raise in an hour , to keep these guys at the table. Also, the treasury is planning to auction over $50bil of new Notes next week.
