Most Amercians don't realize that running Iraq is like issuing blank checks every day. All oil income is totally used up (or even stolen) by the bureaucracy in Iraq, which functioned more effeciently under Saddam. Actual "reconstruction" money is supplied directly from the US federal budget.

Hiding bear, as a former govt accounting person, I am a nut about the

appropriate use of monies... to the penny!!!!

 

Our govt was supposed to put those Iraqi Oil Dollars into the Development

Fund for Iraq, as well as other retrieved funds like from the Oil for Food

Program residuals. I had heard rumors that we were using those funds

to operate the CPA... not approved! So, if we are cheating that fund,

then I have to call it misappropriation of funds.

 

Further, the govt gave about $19M for Iraq reconstruction and the CPA

couldn't even manage to use those funds to get projects rolling.

Less than $4B of the appropriation has been applied to contracts.

If those funds had been properly applied, today many Iraqies could be

working on reconstruction projects instead of killing our soldiers.

 

Sorry but I am just an overly trained former govt employee and

would have/did raise the same issues inhouse.

While the alliance's secretary general spoke, Bush read the note, smiled, scrawled "Let Freedom Reign!" on the note with a black marker, and passed it back to Rumsfeld, who grinned broadly.
