Bernanke's speech, entitled ``Gradualism: Why the Fed Tends to Move in Small Steps,'' may help investors understand what policy makers mean when they say rate increases will come at a ``measured'' pace, said Steve Barrow, a currency strategist in London at Bear Stearns & Co. ``The issue is not whether the Fed raises rates in June -- that is seen as a done deal,'' Barrow said. ``People are looking ahead to the Bernanke speech later today to communicate the Fed's policy, because the Fed wants to make sure that they are not perceived as being behind the curve.''
