In his semiannual testimony to Congress, the Fed chairman devoted more time to the questions of war, budgets and taxes than he did to the traditional concerns of monetary policy. The uncertainties of war against Iraq stand as the major obstacle to an economic recovery in the short run, he said. In the longer run, the decisions on taxes and spending will determine how much "real resources" are available in the economy. He gave ammunition to both parties.
